Liability for illegal use of drones in Uzbekistan may be reduced

The Legislative Assembly passed a bill on this matter.
At the next meeting of the Legislative Chamber of the Oliy Majlis, a bill was adopted aimed at mitigating liability for the illegal use of drones in Uzbekistan.
In particular, a bill on introducing amendments and additions to the Criminal Code and the Code of Administrative Responsibility in connection with the liberalization of liability for certain categories of criminal acts was considered.
The proposed bill establishes administrative liability instead of criminal liability for those who use drones illegally for the first time in the country.
It is envisaged to reduce criminal penalties for repeat offenses.
Additions were also made to the new Article 1854, which is included in the Code of Administrative Responsibility. According to it, it is assumed that a person will be exempt from administrative liability upon voluntary surrender of unmanned aerial vehicles, their components and spare parts.
It is noted that the introduced norms serve to reliably protect the rights and legitimate interests of citizens.
In addition, it helps to provide conditions to attract foreign tourists to the country and strengthen the country's reputation in the international arena.
The bill was adopted by deputies and sent to the Senate.
Use of drones in Uzbekistan
Since 2015, the import of drones by individuals into Uzbekistan has been prohibited, except in special cases. In 2020, a petition was filed to review the ban, but the initiative was not further developed.
Legal entities can import drones and use them for their own purposes based on a special permit. Currently, this right is mainly used by the agricultural sector - in particular, members of the licorice producers association have this right.
In November 2022, the government's decision to use drones in the country was approved. If this document is available, the procedure for obtaining permission to use unmanned aerial vehicles is carried out in accordance with the decision.
At the beginning of the year, the president issued a decree on organizing the assembly of drones in Uzbekistan. A service for checking the validity of drone permits was launched in June.
In July, an order was signed by the Minister of Transport to amend the aviation rules for civil and experimental flights.
According to it, during the flight of drones, the operator of a civil aviation unmanned aerial vehicle must carry with him a manual for preparing for the flight and operating this aircraft.
